Pre-release V4.0.a, Initial support for DOORS Next requirement switching

Latest on GitHub is now 4.0.a.PreRelease. For my v4.0 work I've changed the repository to SysMLHelper.

Main goal for V4.0 will be to have strong support for the ROCKETS process when using DOORS Next rather than DOORS as the requirement management tool. In this initial drop I've added a capability to sync requirements in Rhapsody into DOORS NG via CSV and "switch master" to them on diagrams.

Changes are:

#266 07-DEC-2020: Add initial support for CVS export & switching master of requirements to DOORS NG (F.J.Chadburn)

These are supported with the ExecutableMBSEProfile only.

Note: This has a new repository with folders moved up one level. The root folder needs to be SysMLHelper and hence if you download the zip then you should remove the - name from the resulting folder prior to deploying to a Profiles folder. 

General advice on upgrading SysMLHelper folder:
To be safe, ensure that existing versions of the SysMLHelper in the Profiles folder are moved someone else before copying. If you rename existing versions then make sure new name of folder is alphabetically after the S, e.g., xSysMLHelper, as Rhapsody will use the first instance of the .sbs profile file that it finds in the Profiles folder, not the path you specify when selecting a profile.
